Westat's capabilities in survey design, nationwide field data collection, information systems,
and statistical analysis have played a vital part in major studies for organizations and agencies that
administer energy programs.
- Westat is the prime contractor for the DOE Collection and Analysis of Statistical Survey Data on Energy End-Use
Consumption and Expenditures and is responsible for the 2003 Commercial Buildings Energy Consumption Survey (CBECS).
Since 1979, we have conducted all eight cycles of CBECS, a study to gather building-level
data and report on changes in energy consumption. Each cycle requires in-person interviews
with the owners or managers of approximately 6,500 buildings and a followup mail survey of their energy
suppliers.
- Westat advised DOE on statistical methods for producing state-level energy consumption estimates from
the manufacturing and residential energy consumption surveys.
- DOE and other clients have selected Westat to evaluate energy conservation programs. For example, we
conducted a cost-benefit study of 15 programs offered to residential and commercial electric and gas
customers in New Jersey and have administered focus groups and telephone surveys to study public attitudes toward
conservation programs and measures.
- EIA conducts periodic surveys to collect information on the consumption of alternative fuels by motor
vehicles. Westat helped EIA improve this survey by identifying and filling in gaps in the survey
frame for both the owners and operators of such vehicles (e.g., state governments, local governments, and farmers'
cooperatives) and types of fuel consumed (e.g., biodiesel, ethanol, electricity, and natural gas).
