In 2005, for the first time, the U.S. Department of Education (ED) converted its Performance and Accountability Report (PAR) into an interactive web site. The site required multiple levels of navigation and quick access to specific sections for the various types of users. Westat produced the 2005 ED PAR as a Section 508 compliant and user-friendly web site.

One of our main challenges was that we had only 1 1/2 weeks to place and format over 200 web pages. The Graphics team developed cascading style sheets (CSS) templates in the early stages of production for each type of screen and a script that would automatically place content into each template from Word. The templates allowed several designers to produce all of the screens simultaneously and consistently.
Another challenge was creating the entire site using CSS, which also contained several accessible PDFs and data tables, in order to meet Section 508 compliance requirements. The overall, in-depth web site was very well received by ED and its general audience.
